When trying to run nosetests (vanilla vagrant wikimetrics setup), the queue needs
to be stopped, or tests are failing.

This requirement gets in the way when mixing manual testing throught the UI
(where the queue is required to run) and running the nosetests (where the queue
must not run).

Manually having to turn on/off the queue over and over is a pain.
