Steps to reproduce:

1.Open a page with VE
2.Insert an image/reference
3.Inside the reference or media dialog box insert a link/special character inserter
4.Now hover over any button on the link inspector like close or delete button

Observed Result:
The dialog box is getting misplaced like flickering

This may be a particularly bad incarnation of the wiggling issue (mouse over the closing X of the edit notices popup and you'll see the text wiggle), exacerbated by the fact that this is in an iframe.

I think Trevor addressed wiggliness in the template dialog using -webkit-backface-visibility: hidden;, we should try that here.

This turns out to be because Chrome turns some sort of hardware acceleration or whatever on or off when the opacity is not 1. When you hover over certain icons, we change the opacity from 0.8 to 1, which triggers acceleration stuff, and so everything wiggles.

I'll try to come up with a minimal test case and file this bug against Chrome, but for now I'll just change all opacity: 1; rules to opacity: 0.99;

Updated summary: there are also smaller wiggling bugs when you hover over close buttons of popups and various other places.

Update: this is only when *animating* opacity, not when changing opacity.
