(On a side note, this is most likely because the thumbnails are being generated on-demand, and that can take a while especially for high-quality images.)
Wow, 15 seconds! That sounds more then just rendering delay.
Vibha, after waiting 15 seconds, did the image ever load? If not I get a feeling this might actually be Bug: 63207 [1]. I realized this after reading Gilles' post-mortem [2] of the Monet page. Prateek, that image isn't working at all right now due to 63207. There's no chance it magically showed up after 15 seconds. I think it's more likely that Vibha gave up after 15 seconds or slightly moved the cursor and accidentally saw the hovercard right next to that one.
I'll let her confirm that and if it's the case I'll mark this as a duplicate and close it for now.
In that case, if you want to be sure, the best question for her isn't "did you see an image show up after 15 seconds", it's did you see that specific image: https://upload.wikimedia.org/wikipedia/commons/thumb/1/1b/Crossing_the_River_Styx.jpg/300px-Crossing_the_River_Styx.jpg show up And not, for example, that one: https://upload.wikimedia.org/wikipedia/commons/thumb/7/7c/Sargent_MonetPainting.jpg/220px-Sargent_MonetPainting.jpg which is another hovercard a few pixels away.
To clarify, the image did not show up after 15 seconds and I gave up.
I thinks its safe to assume that this has nothing to do with thumbnail generation. *** This bug has been marked as a duplicate of bug 63207 ***
