Steps to reproduce:

1.Open a page with VE
2.Open the transclusion add dialog box by going to Insert>Template
3.Click on the "Show Options" button
4.Now click on the "Add template" button

Observed Result:
The "Insert Transclusion" button becomes enabled and clicking on that does nothing

Is this the same as bug 63341?

Yeah , this one I filed for adding empty template and bug 63341 was specifically for adding empty content,but they might get fixed at one shot.In that case I guess we should merge these two?
