Flow board history such as https://www.mediawiki.org/w/index.php?title=Talk:Flow&action=history contains lines like + <user> created the topic _Handling WikiProject tagging, etc._. the link specifies a particular workflow, in this case https://www.mediawiki.org/w/index.php?title=Talk:Flow&workflow=rl7gw1a4ah0curug but if you click the link you're just shown the Flow board, the workflow parameter has no effect. The link to the topic in its action menu is https://www.mediawiki.org/w/index.php?title=Talk:Flow&workflow=rsc0gczzu8afseto , note the different UUID. All the "created the topic _Foo_" links in the board history are the same link to this workflow. In this case UUID rl7g... appears in the containing div <div data-workflow-existence="existing" data-page-title="Talk:Flow" data-workflow-id="rl7gw1a4ah0curug" class="flow-container flow-initialised"> and in the edit header link workflow=rl7gw1a4ah0curug&action=edit-header Maybe it's the workflow identifier for the board header.
I'm not sure I understand what the issue is here, so I don't know if the new board history (you can see it on ee-flow now: http://ee-flow.wmflabs.org/w/index.php?title=Talk:Sandbox&action=history, and on mw.org on Thursday) solves it or not :)
This seems to be fixed in conjunction with the work on the new Topic namespace. https://www.mediawiki.org/w/index.php?title=Talk:Flow&workflow=rl7gw1a4ah0curug still doesn't work , but the link isn't generated like that anymore. The line now looks like: cur prev topic 11:18, 10 October 2014 . . Pginer-WMF (talk | contribs) created the topic "Showing closed topics as collapsed by default" . . (+45) and the topic title links to https://www.mediawiki.org/w/index.php?title=Topic:S3xbc6ahpmo01vu9&workflow=s3xbc6ahpmo01vu9 which shows just the topic.
