When you open an existing template, it looks like only the first parameter can be removed.  To discover that it is possible to remove a template parameter, you must first click in that parameter's data box. 

Instead, the trash icon should be visible on all items always.

No. We considered this as part of the design, but it makes the interface far too heavy, cluttered and confusing for such an edge case task.
