I tried to create a labs instance from the wikitech Special:NovaInstance web interface. It failed with

  Add instance

  Failed to create instance.

Project editor-engagement has reached its quota
   Instances: 10/10
; if that is why it failed then it would be nice if the web page reported the reason.
