Please create a set of localized warning templates to be send to users, you can use https://en.wikipedia.org/w/index.php?title=Template:Huggle as example.

You don't need to use 4 levels like on english wiki, but you need to have at least few basic templates that huggle would use.

Once that is done, please let us know in this bug report and configuration page will be setup there.

Minimal set consist of:

at least 3 warning templates (can be only of 1 type, eg. uw-vandal1 uw-vandal2 etc)

2 block messages (temporary and indef - you were blocked, bla bla)

that is all what is needed for basic setup, but this would somewhat limit the functionality, if you want to use AIV (reports of users to administrators) or similar things, you will need templates for that as well.

Is it possible to move localization stuff to TWN? It seems to me a better place to do that sort of stuff. Though MediaWiki namespace messages lack people with access to customize them locally.

I don't think so: we are not talking about interface here, but the warning templates that are sent to users, these templates are different on wikimedia projects and are maintained by local community.

They aren't just in a different language, they have different meaning as well.

Regarding huggle interface, I would happily move it to TWN, but I never received any really "friendly" response from TWN staff regarding that.

Basically they said: they current format of language files you use is unsupported and if you want it on TWN you have to patch the TWN interface so that it works with that. I don't really have a time for that now.
