It just happened to me on both Chrome and FF, Win 7, Vector. 
If I remove a category on it.wp, that's not considered as a change? The Save button stays grey. I need to type something and then delete it in order to be able to save my edit.

Once you do type something and delete it, does the category get removed in the edit?

Yes. Although as of now, I can't reproduce this issue, so I'm bringing it back to unconfirmed.
