on any page at http://en.wikipedia.beta.wmflabs.org/

login and edit any page. click "Save page", user sees checkboxes for 'This is a minor edit' and "Watch this page"

logout and open any page with the ?veaction=edit argument to URL. click "Save page"

minor-edit and watch checkboxes do not appear.  

(if ?veaction=edit is going to be available, it should behave the same as a regular edit)

This describes MediaWiki behaviour. Anonymous editors don't get access to the "minor edit" feature (because it was abused to hide bad edits from review) or the "watch this page" feature (because… they don't have a watchlist).
