Make it possible to run an Ubuntu 14.04 guest image using MediaWiki-Vagrant. This will help people working on HHVM and other projects targeting the next iteration of WMF production hosts.

Ori has gotten the basic MediaWiki install to work on Trusty! See https://gerrit.wikimedia.org/r/130248 for the implementation.

Trusty is the default now, so I think we can mark this resolved.
