After upgrading to 1.23.0rc0 (from 1.22.6) have seen this warning show up in my job logs:

PHP Warning:  preg_match(): Empty regular expression in .../w/includes/Linker.php on line 1737

Seems like the same error from #18627. Possible regression?

Sounds more related to bug 64602, the linktrail cannot get from cache because that fails to unserialize the cache data and gives a null or false back, which than is passed to preg_match and produces a warning.
