The "This page has issues" link is rendered as a full width block element, even though it's just a text link. This means if you click on the opposite side of the page from the notice, where it looks like there is just whitespace, you will launch the issues overlay.

The link should either be displayed as a full width button (which is what it is acting as), or it should be change to display:inline-block instead.
