Could you elaborate what you mean by "instrument" here? 
Reordering based on some analytics which don't exist yet? :-/

Instrument, meaning collect data on (step 2, use that data for reordering/cleanup)

Isn't that Analytics territory? Has Analytics given feedback how to do this? If so, where? (I'm just wondering how to move this ticket forward and in which basket it should be / which people should be CCed.)

This *could* but doesn't necessarily need to be done by analytics.
