There are actually two aspects to this:
- If a relational page is being saved, a log entry is created regardless of whether or not changes actually happened. Avoid it!
- Sometimes, no changes are saved because the editor made some sort of mistake which is silently ignored. See bug 63876 for an example of several. Keep all data submitted, and give the editor a chance to correct!
