Solution
Add line-height:0; to ext.rtlcite.css and the problem is solved

Cite is a great tool with a flaw. If a link is added before the <sup. The link is lowered(sea attachment Before). 

Solution
By adding line-height:0; to ext.rtlcite.css the problem is solved.
