Steps to Reproduce:
1. Type a few paragraphs of plain text in another document (e.g., an e-mail message with rich text turned off).

2. Open VisualEditor.  Copy and paste your paragraphs into VisualEditor.

3. Place your cursor in the first paragraph.  Click the list button to turn the first line (only) into a list.

Actual Results:  
The entire pasted section is indented as if it were a list (a list separated by <br>, not with a bullet in front of each paragraph).

However, when you save the page, only the first paragraph has actually been turned into a list.
