Pywikibot is now on the continuous integration with Jenkins. We should have a job indexing all the FixMe, Todo, etc. in the code base.

Note: for MediaWiki core, the list of todo and fixme are generated by Doxygen and made available at https://doc.wikimedia.org/mediawiki-core/master/php/html/pages.html

I am not sure how helpful it will be.  At least Doxygen reports them, JSDuck might be able to build such a list as well.
