* The user from the first diff doesn't have a global account, thus we can't propagate any changes to Wikidata, as there's no way they could be attributed correctly. * The user from the second diff didn't have a local account on Wikidata at the time of the move (now there's an account, but it has been created hours after the move). Due to this, I have to wontfix this, as this is nothing we can really fix on the Wikibase side, but this relies on SUL finalization. We could try to enforce that any global account has a local account on Wikidata, that would have at least solved the second case you brought up (but also isn't a Wikibase issue).
