The English Wikipedia has decided that the new move-categorypages right should only be granted to administrators, rather than to all users.

Whoa, whoa, whoa, wait.

I do *not* see a consensus for this change. I see three editors that are for this change, and more than three that aren't really sure or are outright against the change. 

Now, I don't personally have a strong position on this, but decision-by-I-filed-a-bug isn't proper, so I'd like to move for this patch to be pulled until an actual consensus develops.

Enwiki community can't force us (MediaWiki developers) to revert a patch on master. If they really want don't want this feature to be used by just anyone, they'll need to form a consensus about restricting the right before WMF deploy the software update including the patch on Thursday the 22nd.

To clarify, when I said "I'd like to move for this patch to be pulled until an actual consensus develops.", I was referring to the patch mentioned by Gerrit Notification Bot in this thread (by Jackmcbarn, which I presume would have restricted to administrators the ability to move categories on English Wikipedia), *not* the patch to deploy the ability to move categories.

Basically, I was just trying to make sure that the ability to move categories isn't restricted to just administrators on English Wikipedia when it deploys. Jackmcbarn's comment above is disingenuous; there is no consensus for restricting access right now.

As you can probably tell, I'm not terribly good at speaking in the terms that developers use; I apologize for any confusion.

When I posted this request, it seemed like there was consensus, since 3 editors supported it and I was the only one not pushing for it. However, since then, it has became clear that consensus has not been established, so I am withdrawing this request.
