I added 2 projects - maps & local-maps because I was not sure if adding the project maps worked. I cannot find how I can delete local-maps. Please do this for me.
You're correct, tools can only be deleted by admins (cf. also [[wikitech:Nova Resource:Tools/Help#Can I delete a tool?]]). So cleaning this up will have to wait until Coren and Andrew are back.
Waiting is perfectly fine. You can see both projects (maps and local-maps) on the tools.wmflabs.org page. The one I want to have removed is the one with only kolossos and nosy as members.
The DNs aren't actually the same (note how they live in two different projects), and those OU aren't actually used anymore either. The status in LDAP is unrelated. The reason why the tool was still visible on the status page is because that is checked against the tool's *home* being there (so that data doesn't vanish). Since it had to actual contents, I've deleted it which removed it from the listing as well.
