Steps to reproduce:

1.Open a page with mobile VE

Observed Result:

The Cite option is appearing in the toolbar which is not supposed to be there just yet? The drop-down menu does not have any background layout.Clicking on any of the options make VE completely stuck

This is now appearing in production as well after today's deployment

The dropdown appears to be unstyled in the mobile skin. Also, the mobile CSS that removes all text labels everywhere is probably undesirable in this case (and seems like overkill in general; it should be a conscious choice).

This apparently was intentional. Now styled. :-)
