ApiErrorReporterTest is getting ExceptionLocalizer from the WikibaseRepo 'factory' which relies on $wgLang global and other evilness.

this results in test errors such as:

11) Wikibase\Test\ApiErrorReporterTest::testReportStatusWarnings with data set "known error code" (Status, array('wikibase-conflict-patched', '/Version/', 'undo-nochange', '/Bearbeitung.*bereits/'))
Argument 4 passed to Wikibase\Lib\Localizer\MessageParameterFormatter::__construct() must be an instance of Language, instance of StubUserLang given, called in /Library/WebServer/Documents/php-master/extensions/Wikibase/repo/includes/WikibaseRepo.php on line 660 and defined
