As a user, when I click an "upload" button on the sidebar I want to reach a functional interface, and in particular one which allows me to upload a file that won't be deleted (e.g. for lack of copyright statements due to locally non-existent dropdown options or copyright tags). ---- The following wikis don't use local uploads and should therefore have local uploading disabled i.e. restricted to sysops and pointed to Commons (which has [[mw:ULS]]) from the sidebar (if they're not already). I don't really like the approach of disabling it on a bunch of wikis. I would really prefer to have local uploads disabled by default, with an opt-in policy to enable uploads. So basically change the default of 'wgEnableUploads' from true to false, and then have a list of wikis where uploads are enabled.
Don't we have an existing bug for this somewhere? Hmm...

Actually I meant that I thought this was a dupe. I could've sworn this has been discussed before somewhere.

The Licensing Resolution was very firm, and copyright is a very serious business indeed, and while it may be "unwiki" for us to do this (bug 12556 comment 8) it may also be quite necessary.
