Hmm, https://en.wikinews.org/wiki/Special:Version does not list it and I don't see anything in https://noc.wikimedia.org/conf/InitialiseSettings.php.txt either.
Please provide a reference for that statement. :)

Please explain how that page is related to [[mw:Extension:News]] or implies that the extension is installed. Instead of for example [[mw:Extension:GoogleNewsSitemap]] which is deployed on that wiki?

I was asked about this on irc. To clarify - Special:Newsfeed (aka Extension:GoogleNewsSitemap) is enabled on both english wikinews and russian wikinews (Actually its enabled on all wikinews languages) - e.g. https://ru.wikinews.org/wiki/%D0%A1%D0%BB%D1%83%D0%B6%D0%B5%D0%B1%D0%BD%D0%B0%D1%8F:NewsFeed?categories=%D0%9E%D0%BF%D1%83%D0%B1%D0%BB%D0%B8%D0%BA%D0%BE%D0%B2%D0%B0%D0%BD%D0%BE&feed=atom

The configuration for Russian could probably be tweaked however in terms of defaults.

Extension:News is a different extension. It is not currently used on any Wikimedia project. In order to get it enabled it would have to be reviewed for security/performance/etc by a senior developer (And generally getting extensions reviewed for deployment is an uphill battle). Is extension:News the extension being asked for?
