More specificly we should probably limit file moves to names with extensions on the whitelist. .jpe is actually a valid jpeg extension its just not on our whitelist.

Alright, so there are two options here:

1) The .jpe extension is problematic, in which case we need to prevent it from being used.

2) The .jpe extension is not problematic, in which case it needs to be added to the whitelist, and documentation needs to be updated. 

If it's the first one, there's some cleanup that needs doing (see https://commons.wikimedia.org/wiki/User:Dispenser/Wrong_Extension). I'm happy to do the cleanup, but I need to get a firm answer about the status of .jpe first.

Either way, it would become moot if https://bugzilla.wikimedia.org/show_bug.cgi?id=32660 (or https://bugzilla.wikimedia.org/show_bug.cgi?id=40479) were actioned.
