To reduce data usage, given HTTP overhead exists.

Better to upload in WiFi only. Save traffic further.

Note that there's a "mobile hotspots" in Android.

Our serverside EventLogging infrastructure does not support this yet, and AFAIK there are no plans to do so.

Supporting SPDY would be a good alternative.
