To reproduce, on osmium (the HHVM test server), run mwscript eval.php enwiki.
The following error is printed:

/usr/local/apache/common-local/php-1.24wmf4/includes/limit.sh: line 79: /sys/fs/cgroup/memory/mediawiki/job/30587/memory.memsw.limit_in_bytes: Permission denied
