Local user block from global block should prevent account creation. Currently it restricts talk page access, which makes no sense. That should also be removed.
and it enforces "Prevent logged-in users from editing from this IP address" which is not usually the default that we want for meta. Generally if a logged in user is caught by a global block, it is preferable that they can request the removal or an IPBE from a logged in account.
Is this a Wikimedia site request that can be fixed by a configuration change, or a MediaWiki bug?

Hoo man (assigned to this bug by me now) said he did this a few days ago; he added the prevent account creation and it went live today indeed, but apparantly he made a mistake and he added another thing or so. Hoo, can you fix this?
