On my install of 1.23.0-rc.1, all of the user preferences are greyed out (for both normal and sysops).

This is an internal company wiki so it's not publically accessible.

Did you remove relevant permission bits accidentally?

The right should be "editmyoptions".

resolution => INVALID: not a MediaWiki bug.
