I spent a lot of time wondering why my citations were not rendering properly.

VisualEditor shows a cite menu which behaves strangely if the Cite extension not enabled.

Should this throw an error or not show the citation tool when the Cite extension is not installed?

Yeah, this is a bit of a crummy situation. We should fix this.
