The Special:Create_Category page has a list with parent directories to choose from. This list does NOT include empty categories (with neither pages nor subcategories in them).

This error occurs in SF_CreateCategory.php@L118  which queries SF_Utils::getCategoriesForPage() in SF_Utils.php@L119. This function queries the "categorylinks" table, which only contains links to non-empty categories.
