Both of these changes have an edit summary for a sitelink change but are empty diffs: * https://www.wikidata.org/w/index.php?title=Q41&diff=132857551&oldid=128223769 * https://www.wikidata.org/w/index.php?title=Q836&diff=133130213&oldid=132063138 A diff of the html of the two versions also doesn't seem to show any relevant changes so I think it is not a change in the order of statements either.
We need newer examples. I'll ask.
What I found: The diff is correct. There is no change. It seems the user was able to save a change without changing anything. The question is: why did the code allow this and created a new revision? I can't reproduce it, neither with the API nor with Special:SetSiteLink. It's possible this was a bug that's fixed now. I did a quick manual search on the recentchanges table but couldn't find new examples.
