tests/phpunit/Makefile says:

"You are recommended to run the tests with read-only credentials."

But if you do that, UploadStashTest fails because it cannot write the file tests/phpunit/includes/upload/bug29408

Should the unit test be trying to write that file somewhere else, like /tmp, or should the advice in the Makefile be changed?
