Shown, existing category not a suggested "Matching Category"

When typing the category name, I was expecting a list of matching categories to appear. Instead it suggests any category is a "New Category"

We actually just fixed this yesterday – bug 49044. Sorry for the disruption!

I discovered the problem was actually that a page didn't exist for those categories. When I create a page, it auto-populates the list as I begin typing.

Yes; we now populate based on category existence rather than category page existence, per bug 49044.
