Unfortunately, discussion of the need for a mailing list has not been discussed in a mailing list community. It's only a discussion among the organizing team behind the upcoming wikiindaba conference A thread of the discussions I paste below. Hi Rexford I think its a good idea to create a new list and name if "african-wikimedians" as suggested. We will need to keep up the communication channels way beyond Wikiindaba. Thanks, Tomasz. Yes, I think it should be created. The first pan-African wikiconference is about to commence in Johannesburg this weekend, and it is reasonable to expect it would result in heightened regional cooperation. Such cooperation does not have an obvious venue, other than Wikimedia-l, and this proposed list could provide that. I certainly intend to participate actively, and to follow up on any initiatives and plans hatched at or in consequence of the conference (which I will be attending).
@Rexford: Before I create the list for you, I require the following information: 1. Should list archives be public or private? 2. Should new subscriptions be approved by list moderators/administrators, or should users be automatically subscribed upon confirmation (which they do themselves)? Thank you!

The list has now been created, and I configured it to have public archives, with new members added after confirmation & moderator approval.
