Currently, GuidedTour is documented to work in 1.21+ (https://www.mediawiki.org/wiki/Extension:GuidedTour), but does not according to https://www.mediawiki.org/wiki/Extension_talk:GuidedTour#troubleshooting_install_32859

We should check how much work is required to fix the 1.21 release branch, and either do that or update the documentation.
