The entry points to Special:CX will take care of this. But it is also possible to land in Special:CX by manually entering URL. So we need a validation and prevent users from translating.

This needs some design, It should probably not outright prevent it and stop the user, but give a notification early on, and suggest a different name when trying to save. Of course, overwriting an existing page must be prevented.
