Disable JavaScript and edit a Flow board header or Edit a topic title. Any existing HTML entities (< > " &) in the header or topic title appear as &lt;, &gt;, &quot;, &amp;.

This was bug 65143, which is fixed for JavaScript editing,  and it doesn't seem a problem for no-JS editing of a post. But it's still a problem for no-JS editing of header and topic title.
