Currently, if a user is blocked from emailing enwiki users, when he goes to Special:EmailUser/Ban_Appeals_Subcommittee, he gets the generic "Blocked" message that contains no information on alternative ways of contacting the ArbCom. It should tell him that he should email appeals to the ArbCom to arbcom-appeals-en@lists.wikimedia.org.

Outside of Bugzilla scope; please contact the English Wikipedia if you want them to update a local MediaWiki message.

MediaWiki doesn't currently support doing this. I've repurposed the bug to request that support be added.
