Right now, if you go to an article that has no ToC (e.g. [[Kulyadi]]), the ToC button just isn't there, because the ToC wouldn't convey any meaningful information. However, it's not obvious to the user why the ToC button is appearing and disappearing when you browse from random article to random article. I'm not sure what the best solution is right now, but the current state of affairs needs improvement.
For some longish articles or atypically formatted ones, a link back to the top may be useful even if there aren't any sections. Once the article title in ToC becomes a link to the top, maybe that's function enough to turn ToC back on for all articles?

As long as we're definitely communicating that it's a ToC; a sidebar with only the title of the article may not make users think of ToCs.
