I'm closing this as INVALID for the time being, but CC'ing legoktm who maintains the StopForumSpam MediaWiki extension.

David, do you want a ConfirmEdit trigger for IPs that are listed in StopForumSpam?

Or are you just looking for what https://www.mediawiki.org/wiki/Extension:StopForumSpam does in terms of IP blocking?
