Use existing references disabled for page with references

found in the course of enabling browser tests for the Vagrant role visualeditor: 

In the mediawiki visualeditor role and also in a bare wiki having the VisualEditor extensions, references are not handled properly.  

In the pure page view the existing references are not interpreted by the <references /> tag.  See screen shot. 

In VE, the "Use an existing reference" button is disabled. See screen shot.

Did you install the Cite extension? Without it, the <ref> and <references> tags don't work in read mode either.

Additionally, you need to restart Parsoid after installing the Cite extension.
