This is basically a feature request, similar to Bug 56362, but for location-based notifications.

The current Geonotice system (https://en.wikipedia.org/wiki/Wikipedia:Geonotice) is fairly hackish. There is a lot of overhead—admins monitoring a requests page must add the correct JS code and geocoordinates—just to trigger a message above users' watchlists, which is not where anyone necessarily expects to get notifications, and certainly where no one checks for them (and some people presumably don't use watchlists).

The ideal solution, I think, would be for users to be able to send geonotices as Echo notifications, so the target users will actually be notified. If this would make the Geonotice request system more user-friendly/efficient, that would be a big plus as well.
