We addressed this for GettingStarted a while ago, but it also applies to GuidedTour. We move up the tabindex (by focusing or something) the first button at least for the overlay, and think about it for other guiders.
We talked briefly about how to do this technically, but we should talk to the designers, and if possible someone who understands accessibility.
I would recommend we move it to the front of the tabindex for all. This way users can dismiss/react to the guiders more easily in all circumstances.
Not sure, but we probably also want to make it so tabindex order matches visual order. We can still keep focusing on the main button (on the right), but if we did that shift-tab would move to the secondary buttons (since we're going towards the left in visual order), rather than tab. I think if we made this change RTL would Just Work, but we could check that easily too.
