Some wikis want all their uploads to use some template from the beginning.

For this purpose, they want to be able to specify in MediaWiki:Licenses an option selected by default in the Special:Upload dropdown, which would catch all the uploads where the user doesn't make a choice and eliminate the "None selected" option.

Bug 10716 would instead make Special:Upload explode in the user's face and was rejected. :)
