If I already have a local userpage, and want to start using the GlobalUserPage at that location, I need to get the local userpage deleted. 

Please explain this, in the main help-page [Help:Global user pages].

Suggested wording:

If you wish to replace a local page with the global page, you will need to request the deletion of the local page. See [[Help:Deleting a page]] for details, or contact a local administrator.
