1. Translate an article to Russian (&to=ru).
2. Write "Индия" in the translation column (this means "India").
3. Double-click the word.
4. Use the link insertion card to insert a link.
5. Publish the article.

Expected: the published article should have "[[Индия]]".
Observed: the published article has "[ÐÐ½Ð´Ð¸Ñ Индия]".

The single brackets problem is Bug 66742, but with a non-ASCII page title we also see that it's converted to mojibake instead of being written in true Unicode characters.
