Intention:
The idea is to allow custom placement of handle for collapsible element while keeping standard site-wide toggle look&feel.

My specific need is to be able to collapse a field in infobox from another field of the same infobox on Wikipedia. To follow the rule of least surprise the collapse toggle should look and behave the same way as toggles of other collapsed elements.
