It's easiest to understand this from the screenshot.  This is a display bug.

Steps to reproduce:

1.  Open a page containing a (long-ish) citation dialog.

2.  Select the ref and go to Insert > References.

3.  Select the citation template (e.g., to copy it).

4.  Ask yourself, "Why is only the first line of this template being selected?  Why is the cite tag in the middle instead of underneath the template?"
